The Global Week Ahead

March 26 - April 2, 2023

In the coming week, US-China relations will take center stage again as Taiwan’s President travels through the US on her way to visit Latin America.  While the visit is billed as a “transit” on her way to Guatemala and Belize (two of the few Latin American nations still to recognize Taiwan over China diplomatically), President Tsai Ing-wen is expected to meet with US Speaker of the House Kevin McCarthy (R-CA) and a number of other members of Congress in Los Angeles.  President Tsai has no publicly scheduled official meetings with anyone in the Biden Administration.  We will watch Beijing’s public response closely, which we believe will be more limited than when then-Speaker of the House Nancy Pelosi (D-CA) visited Taiwan last August.

As President Tsai traverses through the US to Latin America, Taiwan’s former President Ma Jing-Jeou, who is a member of the Kuomintang (KMT) opposition party to Tsai’s Democratic Progressive Party (DPS), will make a historic visit to China.  Billed as a Taiwanese student visit, it is the first time a former Taiwanese President has visited the mainland since the end of the Chinese Civil War in 1949.

In the US, President Biden will host the 2023 Summit for Democracy in Washington, DC.  Co-hosting the event will be the leaders of Costa Rica, the Netherlands, the Republic of Korea, the Republic of Zambia, and leaders from 122 nations.  Also in Washington this week, both the Senate and the House of Representatives will hold hearings examining what happened to cause the collapse of Silicon Valley Bank and federal regulators to seize Signature Bank.  They will also focus on how stable the US and global banking systems are currently.

On the economic agenda this week, it is a busy week in China as the government releases its monthly purchasing manager indexes data this week, a report investors are tracking closely to get a sense of how fast the country’s economy is returning to normal.  Also, most of the nation’s largest banks are due to report earnings in China.  In the US, we are watching the US personal consumption expenditures price index, a leading indicator the Federal Reserve looks to understand inflation.

·       CANCELLED: Brazil’s President Luiz Inacio Lula da Silva (Lula) was scheduled a visit to China through March 30th.  Lula was bringing along more than 240 business representatives, including 90 from the agricultural sector.  There are rumors Lula is considering an invitation from Beijing to join the Belt-and-Road Initiative.  However, Lula was diagnosed with pneumonia and announced this past Saturday he had to cancel the trip.

·       US Vice President Kamala Harris will visit Ghana.

·       Cuba holds parliamentary elections.

·       The New York State Legislature will finalize its budget this week, and included in the bill will likely be a ban on the use of gas stoves and other gas-powered appliances in homes and commercial buildings, possibly beginning in January 2025.

·       The China Development Forum (The Boao Forum), often referred to as “China’s Davos,” continues.  It began on March 25th and continues through March 27th.  More than 100 foreign senior executives and former government officials – including Henry Kissinger and former Bridgewater CEO Ray Dalio – are expected to attend.

·       Turkmenistan holds parliamentary elections.

·       Bangladesh celebrates Independence Day, commemorating the country’s independence from Pakistan in 1971.

·       India will be bracing for nationwide protests over the course of the week following the conviction of opposition leader Rahul Gandhi for defaming Prime Minister Narendra Modi.

·       Spain’s Prime Minister, Pedro Sanchez, will visit China for meetings with President Xi Jinping. The two are expected to discuss China’s peace proposal to end the Ukraine War.  He will also participate in the Boao Forum (The China Development Forum). 

·       Germany’s Verdi and EVG unions will hold a 24-hour strike seeking better pay.

·       The UK’s Public and Commercial Services Union, which represents driving examiners, will go on strike in Scotland and Northeast England over a pay dispute.

·       The UN Security Council is scheduled to hold a debate on threats to international peace and security caused by terrorist acts: Countering Terrorism and preventing violent extremism conducive to terrorism by strengthening cooperation between the United Nations and regional organizations and mechanisms.

·       The US Senate Banking Committee will hold a hearing on the recent bank failures and the Federal regulatory response.  Fed Vice Chair Michael Barr, FDIC Chair Marty Gruenberg, and Treasury Undersecretary for Domestic Finance Nellie Liang will testify.

·       To Be Confirmed: The Treasury Department said it will release proposed guidance this week for domestic sourcing requirements for electric vehicles to qualify for tax credits provided by the Inflation Reduction Act. The delayed guidance for the $7,500 tax credits was supposed to be released at the end of 2022, but the Treasury temporarily waived the rules and pushed the release date to the end of March. The announcement is being closely watched by automakers who are waiting to see how they will switch their supply chains to more domestic sources. 

·       The 2023 SAFE Summit will be held in Washington, DC, through March 29th.  The event – billed as “A pathway to electrification from minerals to market “ – will include senior Biden Administration officials, foreign leaders, and top executives speaking about the supply chains for the transportation and energy sector.
